Boundary Conditions for CFC Run

Reminder for OCMIP-2 modelers:

For the CFC run, please check to be sure that you are using the most
recent version of the Fortran routines and the atmospheric record.  All
routines should all be at Revision 1.1 (see line 6 in each routine),
except for sol_cfc.f and read_cfcatm.f which should both be at Revision

The new atmospheric record has header information and 5 columns of data;
the old atmospheric record has no header and 7 columns of data.
